Malaria-endemic sub-Saharan African countries have nearly all developed National Malaria Control Plans in conjunction with the Roll Back Malaria Partnership and other donors. Once policy priorities are set, the challenge is coordinating the various domestic, regional and international partners to achieve these goals. Finance Ministry decisions are often at odds with Health Ministry requirements. Taxes and tariffs on life-saving anti-malarial medicines and bed nets are an ongoing source of delay, wasted resources, frustration and ultimately avoidable deaths.
